Toad Man (トードマン Tōdoman?) is a Robot Master that was created by Doctor Mikhail Cossack. Like any frog, Toad Man jumps like there is no tomorrow. His weapon, the Rain Flush, can damage Mega Man regardless of where he is.

- Toad Man appears as No. 29 (DWN-029) in the credits of Mega Man 4. This is Ring Man's number, which appears with Pharaoh Man's number, which appears with Toad Man's number.
- Toad Man's dislike is Snake Man, whereas Snake Man likes Toad Man. This may have to do with the fact that some snakes can eat toads without fear of poison.
- He has a cameo appearance in Mega Man Powered Up as a decoration in Roll's "Rainy Day Roll" costume.
- Many players say this is the easiest boss in Mega Man history next to Top Man and that this stage is notable for having a higher difficulty than the boss. If the player shoots Toad Man after every hop, the Rain Flush can never be fired!
- Liebea Palesch, a character the doujin soft series, Rosenkreuzstilette, uses a similar attack pattern to Toad Man.
