Storm Owl, known as Storm Fukuroul (ストーム・フクロウル, Storm Fukuroul^?) in Japan, is one of the Repliforce, whom have been called Mavericks because of their yearning for independence.

When you encounter him in his airship, he will attack with various air weapons. X has an easier time using Aiming Laser (much easier with the Helmet Upgrade, as uncharged shots don't drain energy). Zero is another story, as he has very few shots with Rakuhouha.

Most bosses show the ability that you gain during the fight. For X, his Double Cyclone is made for when Storm Owl makes his cyclones chase you. As for Zero, who knows what his Tenkuuha is made after.
