Libra is a boss from Rockman Strategy based on the Zodiac Sign that is his namesake and which encompasses September 23 through October 23 of the "Tropical Calendar" (his Zodiac element is Air, although his element in the game is Fire) and is part of the Constellation Droids led by Apollo and Luna. Much like the Zodiac sign upon which his design is based, Libra looks like the Golden Scales of Justice. He dwells in the Great Thar Desert of India in the Desert Storm region, where he uses his weapon, the U.V. Ray, to melt down anyone who dares challenge him into scrap-metal.

The Robot Masters that Dr. Wily sends to accompany him in his domain are Hard Man and Cut Man.
