Hover (ホバー Hobā) is a robot that hovers at low altitudes. It was originally used to go over bodies of water. They only shoot when they're stationary, before Mega Man steps on them. Then they float and start to move until they fall into a pit and/or hit a wall, and then vanish. They only appear in Pharaoh Man's stage, where they can be used to pass by spikes.
