WindMan.EXE (ウインドマン.EXE[1] Uindoman Eguze) is a NetNavi operated by Lilly. He was created on a continent far from Electopia with the power to control the wind[2]. WindMan is considered a god on Scissor Island. His true tremendous power is sealed away most of the time by Lilly's Grass Flute (そうげんのフエ Sōgen no Fue, "Bamboo Flute of the Grasslands"). Once unleashed, he is uncontrollable.

WindMan is different from his Robot Master counterpart. He is a humanoid NetNavi who seemingly wears a black suit, has teal torso with light blue linings, teal fans connected between his arms and torso, teal parts on each of his arms with a golden end and two fins, a teal helmet with light blue surround on top, and a mint green covering on his face. His eyes are solid yellow.
History[]
Mega Man Battle Network 4[]
He and Lilly participate in The Eagle Tournament and have a friendly chat with Lan Hikari and MegaMan. However, Lilly gets drunk after drinking from the bottle she carries which is filled with wine. While Lilly is drunk, she removes the seal on WindMan and releases him into the Net. WindMan loses control and MegaMan has to go to the Net and reseal him while dodging the huge windstorm that his unsealing has caused. They manage to do so and engage him in a friendly NetBattle during their scheduled battle in The Eagle Tournament. After defeating him, MegaMan gains his Double Soul as a symbol of their friendship.

MegaMan NT Warrior Axess[]
While WindMan's single episode appearance was cut from the NT Warrior Axess English dub, Wind Soul was used in the episode, The Great NetPolice Battle!.
Rockman, Roll, and IceMan are transported by a chip Netto used in battle to Shīsā Island, where they first meet WindMan. He thinks they are an enemy, but his operator, Ran Igarashi, advises him that they are friends. Yuriko is also on Shīsā Island and has NeedleMan infect the island with a virus; though Rockman and the others manage to fight them off. NeedleMan later causes a storm over Shīsā Island, and fuses with a program making the storm more violent and himself more powerful. Rockman fights NeedleMan and is almost deleted, but WindMan blocks the attack. WindMan uses Propeller Bomb to damage NeedleMan, but he proves more powerful and WindMan is impaled by NeedleMan in an effort to stop the storm. WindMan and Rockman then use Soul Unison, giving Rockman Wind Soul. Wind Soul Rockman defeats NeedleMan, while WindMan stalls the program, stopping the storm from getting any worst. Ran in the meanwhile returns an idol to its proper place, saving the island.
Abilities[]
- During the battle, WindMan has the ability for continuous Fan and Wind effects. Like the Battle Chip, it will constantly suck in or push away the player. He can change the directions at any time.
- Air Shoes (エアシューズ Ea Shūzu):
WindMan can stand on holes.
- Float Shoes (フロートシューズ Furōto Shūzu):
WindMan can ignore the harmful effects of certain panels.
- Bird Crash (バードクラッシュ[3] Bādo Kurasshu),

WindMan will summon three birds that rush down the three rows at different timings. When his HP is low, he summons a whole barrage of them.
- Propeller Bomb (プロペラボム Puropera Bomu),

WindMan throws two propeller bombs that slowly travel down the top and bottom rows. When they reach the end of the battlefield, their paths will converge and they destroy each other.
- Round Tornado (ラウンドトルネード[3] Raundo Torunēdo),
30/50/80/100 None damage:
WindMan moves to the front of his area and summons several whirlwinds that in a circle ahead of him.

Strategy[]
Since he always has either a Fan or Wind effect going on, a good strategy to stay in place would be to use chips that can break panels in front of you such as triple crack, which takes out the column in front of you which gives you a temporary reprieve from his attacks except for the Propeller Bombs. But a better one would to pack Barrier (initial chip, 100, or 200), Invis, or even Life Aura since those chips shield you from the wind! In addition, the "First Barrier" NCP is also good to have since it starts you with a 10HP barrier at the start of battle. Also be wary when he shoots out birds, since they apparently do NOT stun you and they don't make you "invincible" when you get hit because they deal fairly decent damage per pop.

After completing WindMan's scenario in Red Sun, MegaMan obtains Wind Soul. It grants MegaMan various iconic wind and air related abilities, including North Wind upon unison, Air Shot, Wind Racket, Air Shoes, Float Shoes, and a continuous Fan effect.

- While WindMan's single episode appearance was cut from the NT Warrior Axess English dub, WindMan still had a figure released under the name, WindblastMan.
- WindMan.EXE’s colors bears a similarity to the original contest submission of the original Wind Man.
- In the year 22XX of Mega Man Star Force, the guardian deity role of Scissor Island, known as Alohaha, is taken by Strong.
- In 2011, when Yūji Ishihara was asked who is favorite Navi character design, he said WindMan is his favorite, “graceful yet domineering - a true stud”[4].
